Is there something like a CalGrant if I'm from CA but I want to attend college in Oregon or Washington?
Cal Grants are just for if you are attending college in california. I might still go to college here, but I am considering a few in Oregon/Washington. What would I do in case I end up going to a school there instead of CA?

A Cal Grant is "state financial aid" as opposed to the Pell Grant which is "federal financial aid." I located the web sites for Oregon and Washington's respective state financial aid agencies. That should get you started. It's probably a good idea to speak with the financial aid office at any school you consider attending in order to get as much information a possible on what they have to offer. Good luck!!

Like if i live in washington state and i want to college to maybe oregon (like OSU) or Hawaii (UH), is their reciprocity between them? or no?

what do you mean by reciprocity? like where they offer in-state tuition to certain out-of-state residents? i´m not sure if this exists for WA state residents. sorry!

What would be the best college in Washington to study Psychology?
Anyone know the best universities to study psychology in? preferably in the Seattle area, buuut i'm willing to make some exceptions : ) Thaaanks!

I would start with your college near you and find a councilor to research for you. That's what they are for and they will get the Information and help you make up your mind. Call your local sheriffs office and ask them too. They are in the system and will have lots of info too.
