I waited too long to register for my road test this summer and now nothing is available until I'm going to be away at college in Washington DC. Do you know if I would be able to take my road test in DC even though my driver's permit is for New York state?

No--you are required to take your road test in the state where you have your permanent residence, as shown on your learner's permit. The rules vary quite a bit between states as to what they test you on, and testing you in DC wouldn't be accepted by New York.
