You're talking one to fifteen minutes' distance by car or what? Harold Washington is in the Loop, and there's no place cheap in the Loop. Most students there come in on the CTA--bus or el. We also need your definition of "cheap." Because even by el or bus, there might not be any apartments within fifteen minutes' distance that are what you might consider affordable.

One to 15 minutes away is still a pretty pricey area near Harold Washington College. It's located in the Loop and they are constructing expensive condos all around. At best, 15 minutes away put you at about the Gold Coast on the north, new highrise condos to the east, the new South Loop homes on the south and new lofts and condos to the west. Chicago has pretty good transportation (when it's working) so start looking further away to save money. Most Chicagoans probably have about a 30 minute commute to the loop each morning, so it's not out of the ordinary to live further away. There are no cheap apartments near downtown and Harold Washington College in particular. Start looking further out and expect at least a 30 minute commute.
