Answer 1 :
Go to the Free Application for Federal Student Aide and apply for financial assistance. From what you told me on your GPA, there are scholarships available for you, and because you are native american, you are also eligible for NA scholarships depending on what you study and your financial need. I provided a link for you from the UW site, it has alot of information for you to obtain scholarships.
Answer 2 :
In regards to higher education funding opportunities reserved for American Indians, you MUST be an enrolled member/citizen of a US Federally Recognized Tribe in order to qualify to apply for these funding opportunities. Application is done with your tribe of enrollment. Depending on the wealth of your tribe, they may or may not have funding set aside to support their tribal members/citizens with their higher education costs. There are other sources for funding for American Indians (read: enrolled members/citizens of US Federally Recognized Tribes) but each is different and will typically require that you provide proof of tribal enrollment by providing copies of your tribal enrollment card/letter and/or a CDIB. Funding is not guaranteed and is only awarded to the top American Indian applicants.
